I've just tested out Googles extension for Google Earth, called Google Ocean. We've been asked in the past for near shore developements, mostly in the field of Underwater Engineering. Therefore I know how difficult it is to get hold of bathymetric data. It seems, like only the military has undersea data in high resulution. Google Ocean seemed to promise exactly that. And truely, you can move your cursor over the sea surface and you'll get the depth at that point. The resolution seems to be very low - and even worse - the near shore data is excluded. So, no, ocean experts, you don't need to install it.
